I put new risers on my bike but the bars won't tighten up enough. I've got the bolts more than tight enough, I can't tighten them any tighter. Any tips?

Sounds like pretty much of a no-brainer.
You have the wrong size risers for the size (diameter) of your bars.

There seems to be a fundemental contradiction. If the risers couldn't fit more perfect, then they should tighten up. The fact that they don't says that either they are not as perfect a fit as you think, or they may be an installation issue. I responded to your post on the other board:
Are the bars the right size? Did you replace inch and 1/4 with the same? Some bikes take 1 inch bars, some 1 1/4 inch. What kind of bike is it? Do they just move a little? Or, do they move a lot? My bike has rubber bushings at the end of the riser posts, it feels like they give the bars slight movement when only the rubber bushings are flexing. Also, did you put the top of the riser back on the right way?
I was thinking that you said you had replaced the handlebars, not the risers. I think more information is in order. What kind of motorcycle are we talking about? What kind of handlebars are on it? What kind of risers did you switch to? What kind of risers did you have before? Define "won't tighten up enough".

The bike is a 2005 Harley Lowrider. the risers are after market but were
ordered by the Harley dealer. They are the original one inch bars. The bars fit nicely between the risers and the top cap but will not tighten down. They don't move real easy but they shouldn't move at all. Hitting a large bump would move them quite a bit. The bars have a knurling on them, maybe the risers and cap need roughing up but the stock risers weren't knurled either.

Yeah, I know - this is the dumbest thing it could possible be.
But sometimes, the dumbest thing turns out to be the LAST thing people check.
And guess what?
Are you sure the bolts aren't too long and they're bottoming out before they 100% clamp the risers together?
Sure, they'll tighten - but they won't pull the top and bottom of the risers together tight enough.
Humor me - check it.

I wouldn't think you're an idiot because you had the wrong length bolts. I put new gas caps on my sporty, the next day it wouldn't start. I had no idea what could be the problem. I called the shop, they had no idea. They called a mutual friend, who is NOT a mechanic, he called me and asked what was the last thing I did to the bike. I said the gas caps. He said take one off, it started. I didn't have vented caps. Now I know. There are no mistakes, only learning. If Hawg Man hadn't had his experience, JKen wouldn't have his. At least not as soon as he did. No one is an idiot, we are all just learning as we go.
