Use the razor blade as if you're shaving a peach.
Laquer thinner works great for cleaning off any remaining residue or discolorization.
Just don't get the thinner on any painted surface.

I've tried the oven cleaner, accidentally oversprayed and messed up a piece on my old Sporty. The 0000 steel wool works for things that won't come off with washing. I use it a lot. Tar, little bits of whatever that get stuck to the pipe. The buffing wheel sounds like it could work. If you don't want to use the blade, try the buffer wheel. But, don't be afraid of 0000 steel wool. I use it as part of my bike washing every time. It really cleans up the chrome. No scratching at all. But, remember that I said I use 0000 steel wool. It's very fine, so it won't get every single thing that gets stuck to your pipes. So far I haven't had much that it won't take off. Except the chrome!

Amazingly enough, 0000 steel wool doesn't scrape the pipes. Oven cleaner works great but the overspray will mess your scoot up pretty bad. Gasoline is still a best bet. I've used all 3 and they all work equally well.
